Disable federated timeseries-access

By default, ApisHive will federate timeseries-requests to an upstream datasource if the requested timeperiod is not available locally and the source of the requested timeseries supports historical access.

This feature can be disabled by setting the registry key HKEY_LOCAL_MACHINE\SOFTWARE\Prediktor\Apis\[INSTANCE]\TimeSeriesAccess\DisableFederation to 1.
